Ian Clyde, Chairperson
Ian was appointed Chairperson of the BLA in August 2009.
A lawyer whose career began with one of Australia's leading national law firms, Ian has worked in government legal and policy roles since the early 1990s. Following a period in private practice, he was a senior lawyer for the Human Rights and Equal Opportunity Commission, where he represented the Commission in judicial review matters and human rights interventions and was seconded as Counsel Assisting the Inquiry into the "Stolen Generations". He went on to work in senior legal advisory roles in the United Kingdom, including for the Cabinet Office, where he advised on issues ranging from administrative and constitutional law to human rights, privacy, discrimination, employment, State contracts and e-government. He joined Consumer Affairs Victoria in the Department of Justice in 2001. Following a period focusing on legislation-related work, he went on to manage consumer credit policy and project work before being appointed Assistant General Manager of the Consumer Policy and Programs Branch. He chaired the national Uniform Consumer Credit Code Management Committee from 2003 to 2008.
Ian has Bachelor of Arts and Master of Laws degrees from the University of Sydney and a Graduate Law degree from the University of New South Wales. In recent years he has been a regular conference contributor (including keynote speaker and chair) at a range of consumer credit and regulatory forums."
Darryl Annett, Deputy Chairperson
Darryl was appointed Deputy Chairperson of the BLA in 2008, following a legal career spanning the public sector and private practice. After commencing in private practice Darryl joined the Office of Public Prosecutions, becoming Manager of the General Prosecutions Programme and Manager of Special Projects. He returned to criminal defence work with Robert Starry and Associates before taking up his appointment.
Whilst fulfilling his role with the BLA, Darryl is also the Chair of the Motor Car Traders Claims Committee.
Julienne Parsons, Member
Julienne was appointed a member of the BLA in 2001. She has worked in the public sector for many years, practicing extensively in the area of criminal law.
Julienne previously held the positions of Deputy Solicitor in the Office of Public Prosecutions and General Manager of the Family and Civil Law Division of Victoria Legal Aid.
Sue Maclellan, Member, Director of Liquor Licensing
Sue Maclellan was appointed Director of Liquor Licensing in May 2005. She had been acting in the role for the previous 12 months.
Sue has worked in a wide range of positions in the public sector. Sue was Assistant Director, Consumer Services and Compliance at Consumer Affairs Victoria and Assistant Director, Operations at the Office of Local Government prior to her appointment as Director of Liquor Licensing.
Michelle Rowland, Registrar
Michele is an experienced Solicitor from the Victorian Government Solicitor's Office who is acting as Registrar of the BLA for a fixed period.
