Motor Car Traders
The Business Licensing Authority (BLA) administers the licensing provisions of the Motor Car Traders Act 1986. The Act regulates who may be licensed as a motor car trader in Victoria.
A register of licensed motor car traders is maintained to ensure accurate licensing information is accessible to the public.
Who is a Motor Car Trader?
Motor Car Traders are individuals, partnerships or companies who:
- buy, sell or exchange four or more motor cars in any 12-month period on their own behalf or as an agent
- carry on business of trading in motor cars regardless of how many cars are bought, sold or exchanged in a 12 month period
- offer to do any of the above.
What is a Motor Car?
Motor car means a motor vehicle within the meaning of the Road Safety Act 1986 (whether or not in working condition or complete). That is, a vehicle that is used or intended to be used on a highway and that is built to be propelled by a motor that forms part of the vehicle. For more details refer to the Road Safety Act 1986, section 3.
Licensing
Unless you are exempt under the Motor Car Traders Act 1986, you must hold a motor car traders licence to trade in motor cars.
Applying for a licence
To apply for a motor car trader’s licence, select the appropriate application form from the Online Applications menu.

Fees
GST is not applicable to the following fee's
Application Fee: $746.30
First Annual Licence Fee: $1,333.00
Subsequent Annual Licence Fee: $1,346.60
To maintain your motor car traders licence, you will be required to pay the subsequent annual licence fee 6 weeks prior to the anniversary of your licence being granted.
Penalties for trading without a motor car traders licence
Unless you are exempt under the Motor Car Traders Act 1986, if you trade in motor cars without a licence you risk a significant fine.
