Prostitution Service Providers

To first understand whether or not the activities you propose to carry out are regulated by the Prostitution Control Act 1994, familiarise yourself with what providing "sexual services" for "payment or reward" means.

A prostitution service provider is a person providing sexual services while carrying on business of a kind referred to as:

A brothel - any premises used for the purpose of providing prostitution services

and/or

An escort agency - a business that provides prostitution services to persons at premises not made available by the agency. The premises of an escort agency are only permitted to be used as an office.

Licensing

To operate a brothel and/or escort agency as a business in Victoria, if not claiming an exemption from requiring a licence, you must be licensed as a prostitution service provider and have any required planning permit from the relevant local government.
