Second Hand Dealers and Pawnbrokers
The Second-Hand Dealers and Pawnbrokers Act 1989, the Second-Hand Dealers and Pawnbrokers Regulations 2008 and the Second-Hand Dealers and Pawnbrokers (Exemption) Regulation 2008 cover persons and corporations that:
- Trade in Second-hand goods (second hand dealers)
- Advance money on the security of pledged goods (pawnbrokers)
Who is a Second Hand Dealer?
A second hand dealer is any person or company who carries on the business of buying, selling, exchanging or otherwise dealing in second hand goods, whether or not they deal in other goods and regardless of where the goods are bought.
Who is a Pawnbroker?
A pawnbroker is a person or company who carries on the business of advancing money on the security of pledged goods.
Registration and Endorsement
In Victoria, unless exempted, you must be registered if you want to trade as a second hand dealer, and have your second hand dealer registration endorsed if you want to act as a pawnbroker.
Applying for Registration
To register as a second hand dealer and/or have your second hand dealer registration endorsed, so you can act as a pawnbroker, select the appropriate application form from the Online Applications menu.

Fees
GST is not applicable to the following fee's
Application Fee: $105.20
Annual Registration Fee: $35.10
Penalties for trading without registration/endorsement as a pawnbroker
People or corporations that trade as a second hand dealer without being registered or as a pawnbroker without being registered or endorsed, either alone or in partnership, risk a fine of up to $11,682.00.
