Travel Agents
The Victorian Travel Agents Act 1986 regulates who must be licensed to carry on business as a travel agent in Victoria as well as who is exempted from requiring a licence.
Who is a travel agent?
A travel agent is any individual or company that:
- Sells, resells, or offers to sell travel tickets
- Makes or offers to make travel arrangements
- Advertises any of those things
Many businesses are regarded as travel agents, including retail and corporate agents, tour wholesalers, consolidators, inbound tour operators, general sales agents, some bus or coach operators and some airlines.
Licensing
To trade as a travel agent in Victoria you must hold a travel agent's licence, unless you are exempt under the Act. If you are in partnership with an individual or corporation acting as a travel agent they must also hold a licence.
Applying for a licence
To apply for a travel agent’s licence, select the appropriate application form from the Online Applications menu.

Please note: The Business Licensing Authority cannot grant a travel agent's licence until it has received confirmation from the Travel Compensation Fund that you are eligible to be participant. If you have not already applied to be a participant in the Fund, it is recommended you complete your application form and apply at the same time as applying for your travel agent's licence.
Fees
GST is not applicable to the following fee's
Application fee: $753.20
Licence fee: $556.60
Annual Licence Fee (for each place of business): $173.50
Fee to register new or additional addresses: $256.80
Penalties for trading without a licence
If you act as a travel agent without being licensed you risk a fine of up to $58,410.00 and /or 12 months imprisonment.
If you act as a travel agent without a licence you cannot recover any fees, commission or rewards for services you provided in the course of your business in an action in court.
