Travel Agency Managers
A manager is a person who will be in charge of the day-to-day operations of the travel agency premises.
Necessary qualifications or experience to be a manager depends on the travel agency business to be conducted.
International and Domestic Travel
Every premises from which a travel agency business is conducted that involves international travel must be managed by a person who has the required experience or qualifications. They must also be a fit and proper person to manage the business, and not be disqualified from being employed by a licensed travel agent.
The qualification needed by a manager is:
- The successful completion of the Unit of Competency known as THTSOP20A, or an equivalent unit, provided by an organisation registered on the National Register in accordance with the Victorian Education and Training Reform Act 2006

As an alternative to the required qualification, a manager is deemed to have the required experience if the person has, in the five years before commencing employment at the business as a manager, at least one year’s full time (or equivalent) experience:
-
- in the selling of tickets, or the arrangement of rights of passage, for international travel, or
- as manager of a business in any State or the Australian Capital Territory that sells tickets, or arranges rights of passage, for international travel.
Domestic Travel Only
Managers of a travel agency business dealing with domestic travel only do not need any travel experience or qualifications.
All mangers are required to complete and return a Travel Agents Questionnaire
Disqualified Managers and Employees
A licensed travel agent can not, without the BLA's permission, employ a person who:
- is disqualified from holding a travel agents licence
- is disqualified from being involved in any capacity in the direction, management and conduct of business as a travel agent
- has been refused a travel agents licence due to concerns about whether they are fit and proper or would conduct business fairly and honestly
- is a person whose adverse qualities were responsible for a company being refused a travel agents licence.
